New Daml endpoints for Translate and Pricing

We're bringing some of our Canton capabilities to regular Translate and Pricing APIs, with the launch of the following endpoints:

• Translate
  • tx
  • txs
  • balancesOf (point-in-time balances for any account address)
• Pricing
  • price for Canton Coin, both current and historical

New Canton public data API

As Canton is a private-by-default chain, most of our Canton capabilities remain exclusive to users of the Canton Data App, which runs on-premises and can index all of your node's private data.

However, some data in Canton is public (particularly that pertaining to Canton Coin transactions), and we're now offering a developer-friendly Canton API for public data.
